The word free in online certification covers several distinct situations. Audit access allows someone to view course materials without paying, but does not produce a certificate. Financial aid programmes — offered by Coursera and edX — allow learners who cannot afford fees to apply for a waiver and receive the full certificate at no cost. Some programmes are genuinely free at every stage: enrolment, completion, and certificate issuance.

Google Career Certificates
Google offers a set of career certificates through Coursera that are freely accessible to Romanian users through a financial aid application, though the application process takes up to 15 days and requires a written explanation of financial need. The certificates covering IT Support, Data Analytics, Project Management, UX Design, Cybersecurity and Digital Marketing are consistently the most documented on Romanian LinkedIn profiles in the technology sector.
As of 2024, Grow with Google has not run a country-specific free access campaign in Romania. The standard financial aid route remains the documented path for cost-free access.
Microsoft Learn
Microsoft's learning platform at learn.microsoft.com provides free learning paths and free certification exams through specific promotional periods. The Microsoft Certified: Azure Fundamentals (AZ-900) exam has been offered at no cost through Microsoft Virtual Training Days events, which have been held in Romanian and which Romanian residents can attend online. The certification itself carries weight in cloud computing roles at companies operating in Romania's IT hub cities.
